I used this after covering the Bill of Rights, I shortened it to 5 since we have a small school (alternative high school), and figured they would struggle to think of 10. I let them be creative and use their imagination, just instructed them to choose 5 rights they feel themselves and every student should have at our school. This is a word document so you can edit it with your schools name. They came up with things like being able to wear hoods and hats at no cost (we charge money that goes to our student reward fund), having longer time between classes, having their phones during the day (they turn them in in the mornings), having longer lunch period, have a longer gym time/actual gym class ( we sadly don't have one offered).
