I recently was told by a fellow teacher about a system she uses called "Tardy to the Party!" in her classroom to control the tardiness of students. When the bell rings, the teacher counts the number of students who are not in their seats ready to learn and counts them as "tardy to the party" and places tally marks next to the period number. The tally is a running total for how many students have been late in that class period for a semester. At the end of the quarter, semester, 9 weeks, etc. the class period with the least number of tallies wins a party! (donut, cookie, pizza party, etc.)
