The complete text of the Emancipation Proclamation, issued by President Abraham Lincoln on 1 January 1863 in the midst of the Civil War. The Emancipation Proclamation declared that slaves in states that had seceded from the Union were freed. The proclamation made the abolition of slavery and the freeing of slaves a central purpose of the Union's efforts in the Civil War.
