I use this chart to control noise in the classroom. The Noise-O-Meter uses a range of voices and has a note so the teacher may apply the correct noise for the activity. It is not always necessary for students to not talk, but they need to know the apporpriate level of noise for particular activities. The Noise-O-Meter ranges:
There is a "We are using our..." square that can be hot glued to a clothes pin to point the students to the appropriate noise level. Very easy to do: Print out on regular paper or cardstock. You will Have to cut them out separately (3 pages), but can laminate them together to make a bigger chart or laminate and tape them together. I also hot glued magnets to the back of mine to hang on my white board, but using magnetic clips would also work.
