One of my favorite classroom culture builders was creating a "VIP" zone. I had two desks that had a special set of supplies (like mechanical pencils, gel pens, a stapler, etc.) in a rolling cart. I filled it with lined paper, their own tissue box - the works! I put chair pads on their chairs and although I meant to and never did - I wanted to put a little rug under their desk area. On the Mondays the selected two students came in and saw they made VIP. I put a special piece of candy on the VIP desks and this certificate on each desk with their name on it. The students would rush to see who it was for the week and usually they would congratulate the students who made it. I let them sit there for two weeks (because I got a little lazy and every week was a bit of a pain for me after a while!) My students always wanted to be a VIP and it was a special privilege. I let those students pick out a game most days for the last ten minutes of class, or they got to make decisions about certain things. This along with having a daily Secret Student helped them bond and contributed to a great culture in our room.
