Wick Editor is one of my favorite new programs. Wick is a free browser-based toolkit for making basic animations and interactive applets for the web. It's built to make it as simple as possible to get some images and sounds together, make them interactive, and publish your project online.
Wick is a hybrid of an animation tool and a coding environment, heavily inspired by similar tools such as Flash, HyperCard, and Scratch. It was developed in response to a growing need for such a tool for the modern web.
This is a great introduction to Wick Editor. Best of all, Wick editor is an internet based program with nothing to install. It works great with Chromebooks.
