This is the 3rd rubric in my set of primary rubrics.  I have used this rubric in 1st, 2nd, and 3rd grade with great success. The 3 rubrics are skill-building to paragraph writing. The 4th rubric is paragraph writing (not included here). Students, teachers, peers, and/or parents can evaluate student writing over time.  I have found students can use the rubric over time to compare and compete against themselves to improve performance. This rubric utilizes a 16 point max score. Components include upper and lower case and correct punctuation, making a claim with evidence, and incorporation of new vocabulary.  It is a great way for a student to monitor his/her growth over time and allow the student to participate actively in the RtI process. This rubric can further the data collection process and allow for a smooth transition between writing levels.
