This is a graphic organizer aimed at younger children for writing a classroom Bill. The language is simple, and focuses on W questions. I do a government unit every year in my fourth grade bilingual class, where students run for class president, and vote. Then students create a mock version of the House of Representatives and the Senate, write bills, and vote to pass them. The class president must sign them into law. I (and the principle) are the Supreme Court - The constitution is the school rules. A law can be overturned if it violates the school handbook.
This particular GO is a simplified version to help students organize thier idea for a classroom law.
I stared with the version from this website, and then modified it for my fourth grade ELL students.
