These notes include identifying that all (whole number) percents can be written as fractions by putting a "100" underneath. In a small group, I suggest showing those students who are ready for a challenge that even a decimal percent like 65.5% can be changed into a fraction, but first, the student has to make that a whole number by moving the decimal one to the right and so the 100 would need the decimal moved one to the right thus making it 1000. You can add or take away whatever you need to.
