This is a great activity to do with toddlers to age 4. Use this activity as a means to compare sizes. This comes in Color and Black & White.

Directions:

Cut out each fish bowl and individual fish. Lay out items. Have the child decide which size fish goes with which size bowl. There is Large, Medium, and Small sizes of fish and fish bowls.
