Description
⭐ Multi-digit operations, fraction equivalence, and beyond — every Grade 4 math standard covered. ⭐
Grade 4 brings a significant increase in mathematical complexity, from multi-digit multiplication and long division to equivalent fractions and decimal notation. Writing meaningful, measurable IEP goals for these standards takes real time — time most special educators simply don’t have. This 4th Grade Common Core Math IEP Goal Bank gives you a complete, standards-based goal template for every Grade 4 standard, ready to personalize for any student.
Every goal is written with a skill-specific condition (not just “when given a problem set”), an observable behavior tied to the exact language of the standard, and a consistent measurable criterion. The four scaffolded objectives per goal span from maximum support with concrete tools all the way to independent mastery — so teachers always have a place to begin instruction, regardless of where the student currently is.
📚 DOMAINS COVERED:
• Operations & Algebraic Thinking (4.OA) — Additional Cluster: multi-step problems, factors/multiples, patterns (5 standards)
• Number & Operations in Base Ten (4.NBT) — Major Cluster: place value, rounding, fluent multi-digit operations (6 standards)
• Number & Operations–Fractions (4.NF) — Major Cluster: equivalence, ordering, operations, decimal notation (7 standards)
• Measurement & Data (4.MD) — Supporting Cluster: unit conversion, area, perimeter, angles, line plots (5 standards)
• Geometry (4.G) — Additional Cluster: lines, angles, symmetry (2 standards)
✅ WHAT’S INCLUDED:
• Standards-based goal template for every Grade 4 Common Core Math standard (28 standards | 35 goals and 140 objectives)
• Four scaffolded objectives per goal: maximum support → moderate → minimal → mastery
• Prerequisite standards identified for each goal
• Skill-specific conditions (e.g., “when given a place value chart and a teacher-generated problem set”)
• Consistent measurable criterion: 80% accuracy on 4 out of 5 trials
• Copy-paste ready for any IEP platform — add student name, date, and present-level baseline
PARTICULARLY HELPFUL FOR:
• Students receiving special education support as multi-digit operations and fraction work intensify
• Co-teachers and inclusion specialists who need clear, measurable goal language to share with grade-level teams
• IEP teams supporting students making the transition from additive to multiplicative thinking
• Special educators who need goals for students working below grade level within 4th grade content
How to Use This Resource
Once you've identified your student's priority skill area using the steps above, this resource is designed to get you to a working draft quickly.
Finding What You Need
Standards are organized by domain and then by cluster within each domain. Use the color-coded cluster headers to help you prioritize — green clusters represent the major work of the grade and are often the best place to start.
Selecting a Goal
Some standards have been separated into more than one goal because they address two or more distinct, independently measurable skills. Review all goals listed for a standard and select the one that best matches your student's present levels and priority need.
Selecting Objectives
Each goal includes four scaffolded objectives. You don't have to use all four — start with the objective that reflects where your student currently is and build from there. Adjust the conditions, supports, or criteria as needed to match the individual student.
Personalizing the Goal
Fill in the date, replace 'Student' with the student's name or initials, and review the conditions to make sure they reflect the supports your student actually needs. The goals in this document are a starting point — every goal should be individualized by the IEP team before it goes into a student's plan.
Check the Prerequisites
Each standard includes a Prerequisite Standards column. If your student hasn't yet mastered the listed prerequisites, the IEP team may want to address those foundational skills first — or alongside the grade-level goal.
This document is formatted in Word so that you can easily modify the goals to meet the individual needs of your students.
