Fluency can effect comprehension. Increasing fluency can completely change how a child reads, and what they learn. How that is done is quite easy, and kids LOVE and doing it! Choose a book, and a start point, maybe the beginning of the book, page one. Have the child read OUTLOUD softly as fast as they can. You time them for one minute.
