These graphs were born after I found it difficult to use most of the fluency graphs that I found. I was spending more time teaching the kiddos how to "read" a graph that was built in 10 or 20 block increments. We would struggle to know "exactly" how many words had been read because the marks were "estimates" of the number. These graphs have one block for each number. It's not perfect or fool proof, but it's been effective in my experiences, and it does fill the void of an "If this...then this" piece for teaching math and doing RTI.
